Issue

Any comparison of Aboriginal data across census years must adjust for incompletely enumerated reserves and settlements and other changes in reserves, to allow for comparison of the same areas across the different census year periods. The errors relate to the adjustments used for the 2001 data that were included in these two tables.

The adjustment has two components:

  • The incompletely enumerated reserves in 2001 and 2006 are removed in both years. Only the Indian reserves and settlements that participated in both censuses are included when comparing data between 2001 and 2006.
  • There is adjustment for other changes in reserves between census years. The on reserve population is defined according to criteria established by Indian and Northern Affairs Canada (INAC). As defined by INAC, six communities (census subdivisions) were included in the 2001 on reserve population and were not defined as on reserve in 2006. The six communities are La Loche, Hay River, Aklavik, Inuvik, Pinehouse, and Timber Bay. The number of people (total population) involved is about 10,000 for the six communities which shift from on to off reserve in 2001. (More information is available in the 2006 Census Dictionary.)

The 2001 data included in these two 2006 Census labour tables were adjusted for the incompletely enumerated reserves, but were not adjusted for the six additional communities.

Resolution

The tables have now been correctly adjusted for the six communities and re-issued.
