In 2011, Bluewater (Municipality) had a population of 7,044, representing a percentage change of -1.1% from 2006. This compares to the national average growth of 5.9%.

Land area is 416.99 square kilometres with a population density of 16.9 persons per square kilometre. This compares to the provincial land area of 908,607.67 square kilometres with a population density of 14.1 persons per square kilometre.
