How does Statistics Canada determine what questions to ask?

The NHS questions were tested during the 2011 Census consultation process. This process informed Statistics Canada about data users' requirements and provided an assessment of the suitability of questions. It was both quantitative and qualitative in nature.

Consultation is a necessary component of content determination, because it informs Statistics Canada on continued and emerging data requirements. Testing allows for an assessment of the suitability of census questions, and is both quantitative and qualitative in nature.
